US Government Hours From Shutdown, Funding Chaos

With the US government just hours from shutting down on Saturday, Republican Speaker Kevin McCarthy pitched a last-gasp stopgap measure to avoid a closure that would throw into doubt everything from access to national parks to Washington's massive support for Ukraine. The freeze of all but critical government services, set to start after midnight Saturday (0400 GMT Sunday) if lawmakers fail to reach a deal, would be the first since 2019 -- immediately delaying salaries for millions of federal employees and military personnel. Congress has been unable to break the deadlock, largely due to a small group of hard-line Republicans in the House of Representatives pushing back against temporary funding proposals that would at least keep the lights on. Speaker McCarthy called a vote Saturday on a fresh measure that would keep the government open for another 45 days at current spending levels, but without any aid for Ukraine -- a point of major contention for Democrats. "I am askin

10 Years To 18: The History Of Age Of Consent In India

Even as the Law Commission recommended the government not to tinker with the age of consent of 18 years, this age in India has varied widely over a period of time, from 10 years in 1860 to 16 years for females till 2012. The age of consent is the age at which a person is considered legally capable of agreeing to marriage or sexual intercourse. This age is defined by statute and, at present, the age of consent for sexual intercourse is 18 years on the basis of POCSO Act. However, prior to the POCSO Act in 2012, there was no age of consent defined separately for males and it was fixed by virtue of Section 375 of the IPC, which defines "rape". For females, the age of consent was 16 years till 2012. Rape being defined as a crime that can only be committed against a woman, the age of consent for sexual intercourse was only defined for a female, under which the age of consent is immaterial and any sexual activity amounts to statutory rape. On the other hand, there was no age o

American Soldier, Who Illegally Entered North Korea, Back In US

American soldier Travis King has returned to the United States after being freed by North Korea, a Defense Department official said Thursday. "I can confirm that he has landed in the US," the official told AFP, without providing further details. A US official previously said King would be taken to the Brooke Army Medical Center in Texas upon his return to the United States -- the same place that American basketball star Brittney Griner was evaluated after being released by Russia. After a drunken pub fight, an incident with police and a stay in South Korean jail, Private Second Class King was being taken to the airport in July to fly back to Texas. But instead of travelling to Fort Bliss for disciplinary hearings, he snuck away, joined a Demilitarized Zone sightseeing trip and slipped over the border. Last month, Pyongyang confirmed it was holding him, saying King had defected to North Korea to escape "mistreatment and racial discrimination in the US Army." Bu

After Aviation Body Refuses To Interfere In Akasa Crisis, Court Says...

The Delhi High Court Wednesday agreed with the contention of Akasa Air that the DGCA is not completely barred from taking action against pilots who violate the terms of their employment agreements. However, the court did not grant any immediate relief to Akasa Air which sought direction to the DGCA and Union Ministry of Civil Aviation to take action against its pilots who have resigned without serving the notice period, saying it will first decide the issue of jurisdiction raised by the aviation sector regulator. Justice Manmeet Pritam Singh Arora said since the Directorate General of Aviation (DGCA) has contended it has no jurisdiction to consider a representation made by the airline against the defaulting pilots under the extant law as it was a contractual dispute, the court will have to first decide the issue of jurisdiction before passing any other direction. "There is no absolute restraint against the respondent from taking action as contended by respondent no. 1 (DGCA) an

The big US bank, which previously reached a $290 million settlement with Epstein's victims, also announced an agreement with former JPMorgan executive Jes Staley for an undisclosed sum. These cases together resolve the bank's remaining litigation over its embarrassing long-running association with the late Epstein. The agreement with the Virgin Islands came a few weeks ahead of a scheduled trial in New York.  The settlement includes $30 million to support USVI charitable organisations, $25 million to enhance USVI law enforcement to combat human trafficking, and $20 million in attorney fees. Two newborns died at a private clinic in Shamli district on Sunday allegedly because they were kept in a room that was too cold, police said. The families of the newborns alleged that the owner of the clinic -- Dr Neetu -- on Saturday had kept the air conditioner on overnight because he wanted to sleep well. Russia Minister Dismisses Ukraine Peace Plan, UN Bid To Revive Grain Deal

Russia's Foreign Minister Sergei Lavrov said on Saturday that Ukraine's proposed peace plan as well as the latest UN proposals to revive the Black Sea grain initiative were both "not realistic." Lavrov spoke at a press conference after a week of intense global diplomacy at the annual gathering of world leaders at UN headquarters in New York where Ukraine and its Western allies sought to drum up support for Kyiv. "It is completely not feasible," Lavrov said of a 10-point peace blueprint promoted by Kyiv.  "It is not possible to implement this. It's not realistic and everybody understands this, but at the same time, they say this is the only basis for negotiations." He said the conflict would be resolved on the battlefield if Kyiv and its Western allies stuck to that stance. Lavrov added that Moscow left the Black Sea grain initiative because promises made to Russia - including removing sanctions on a Russian bank and reconnecting it to the

The BJP is always ready for elections and it is up to the Election Commission (EC) to decide when the Jammu and Kashmir Assembly polls will be held, Union minister Jitendra Singh said here on Saturday. The Lok Sabha MP from Udhampur also said the situation in Jammu and Kashmir has improved a lot over the last few years. "It is up to the EC to decide when the election will be conducted. Denying Prisoners Premature Release Crushes Their Spirit: Supreme Court

Denying the relief of premature release to prisoners who have served extremely long periods of incarceration crushes their spirit, instils despair and signifies society's resolve to be harsh and unforgiving, the Supreme Court has said. The top court said with such denial the idea of rewarding a prisoner for good conduct is entirely negated, and directed the immediate release of a murder convict who has already spent 26 years in custody. The 67-year-old man was held guilty of killing a woman in 1994. The man's remission plea was considered by the jail advisory board nine times. On three occasions, the board recommended his premature release but the Kerala government rejected the proposal every time. A bench of Justices S Ravindra Bhat and Dipankar Datta said regardless of the morality of continued punishment one may question its rationality. "The question is, what is achieved by continuing to punish a person who recognises the wrongness of what they have done, who no l

Legal Move Against Pilots, Not Regulator Or Ministry, Akasa Air Clarifies

Facing headwinds due to pilot exits, Akasa Air on Friday said it had approached the Delhi High Court seeking interpretation and clarification with respect to mandatory notice period requirements for pilots. The airline said the move was not against the DGCA or the civil aviation ministry. Akasa Air, which started flying in August last year, has initiated legal action against a "small set of pilots" who left the carrier without serving their notice periods that led to cancellation of many flights. In a statement, the airline said it sought relief from the Delhi High Court to stop the unethical and illegal practice by this set of pilots. "We want to clarify that it is not a matter against the DGCA or the Ministry of Civil Aviation (MoCA) but a petition to the courts to urgently interpret and clarify the interim order issued by the very same court on the very same matter in 2018, relating to mandatory notice period requirements by the pilots," it said. Since the be

Case Against Woman For Withdrawal Of Consent For Divorce. What Court Said

The withdrawal of consent by a wife for second motion for divorce by mutual consent pursuant to an MoU with husband cannot be termed as contempt of court, the Delhi High Court has said. The court said the approach of the law and family courts is reconciliatory and parties cannot be compelled by the family court to take divorce if not mutually acceptable. The second motion petition for mutual consent divorce is filed when the couple reappears in the court for the second time after a period of six months. The court said the cooling off period of minimum six months for filing the second motion is provided under the law with the sole objective to give time to the parties to reconsider their decision after the first motion, and there is no illegality if either party decides to reconsider the decision and withdraw the consent. The court's order came while dismissing an appeal by a man against a family court order rejecting his contempt petition against the wife for not having abided

Man, Accused Of Rape By Ex Lover, Can Seek Custody Of Child: Court

A man who had a relationship with a teenage girl who later accused him of rape could claim the custody of their child after she had abandoned the baby, the Bombay High Court has said. The man had moved the high court challenging the Child Welfare Committee's (CWC) decision to put up the baby for adoption despite his application seeking custody. He was in a relationship with a 16-year-old girl, and when she got pregnant, they eloped to Karnataka and started living together, his petition said. In November 2021, the girl gave birth to a child. The girl's family had, meanwhile, lodged a missing complaint. When the girl was traced, she was handed over to her family. Subsequently, she lodged a complaint against the man, accusing him of rape under the Protection of Children from Sexual Offences Act, which led to his arrest in March 2022. When the girl turned major, she abandoned the child and married another person. When the man learnt that the child was surrendered to the Chil

The CBI has registered two FIRs against Principal S Sreenivasa Raja pertaining to the admission of 124 ineligible students during the academic year 2022-23 and 69 such students for 2021-22, they said. "Canada Jeopardised Good Ties": Shashi Tharoor On Diplomatic Row

Reacting to Canadian Prime Minister Justin Trudeau's allegation of Indian involvement in the killing of a Sikh separatist leader on its soil, Congress MP Shashi Tharoor said that it was unfortunate that Mr Trudeau made such a statement in the Parliament and that Canada "jeopardised" the state of a very good relationship. "We are seeing a tit-for-tat on both sides. First, on the expulsion of a diplomat and then on this advisory...I think it is unfortunate that Canada chose such a public route. If at all they have any issue, these matters should be discussed privately with a friendly govt like India and the matter should be discussed behind closed doors. Going public, making a statement in the Parliament was very unfortunate by the Prime Minister (Justin Trudeau) and having gone that far they (Canada) have really jeopardised the state of a very good relationship," Mr Tharoor told ANI. "Madhya Pradesh Belongs To The Tribals, Others Came Later": Kamal Nath

Madhya Pradesh belongs to the tribal people and everyone else came later, former Chief Minister and the party's state chief Kamal Nath said. Kamal Nath made the remark while addressing a programme in Bhopal on the day tribal leaders Raja Shankar Shah and Kunwar Raghunath Shah were killed by the British in 1857. "A father and his son - Shankar Shah and Raghunath Shah - fought against the British, went to jail and later they were blown up with cannon. If we look at the history of Madhya Pradesh, the state belongs to the tribal people. Everyone else came later. But today, the tribals have to fight for their rights," he said. "You (tribal) learned to do the hard work but did not learn how to use your mouths. This is a big flaw in you. US Auto Union Chief Warns Ready To 'Amp Up' Strike If No Deal

Workers and management from the iconic "Big Three" auto giants were to face off at the negotiating table Saturday on the second day of a strike threatening to disrupt the economy and rock the 2024 presidential election campaign. After a failed last-minute push by General Motors, Ford and Stellantis to produce an agreement before the deadline late Thursday, United Automobile Workers members walked out Friday. They appeared determined to stick with the action, even as Ford quickly announced that ripple effects from the walkouts meant temporary layoffs of 600 jobs. UAW President Shawn Fain said late Friday that it wasn't true "negotiations have broken down." However, he added that "our members and allies are standing strong at the picket lines. Anyone who wants to stand with us can grab a sign and hold the line." "Tomorrow, we expect to be at the bargaining table," he said. "All three companies have received a comprehensive counteroffe

After about five hours of deliberations at the first meeting of the reconstituted Congress Working Committee, the party also called for the passage of the women's reservation bill in the upcoming special session of Parliament, conducting a caste census and increasing the limit of reservation for SCs, STs and OBCs. The resolution also rejected the idea of "one nation, one election", calling it an attack on the federal structure. This was the first meeting of the CWC which was reconstituted by party chief Mallikarjun Kharge on August 20. This is also after years that the CWC has met outside of Delhi, a move seen as an attempt to consolidate the support base in poll-bound Telangana and go all out to oust the BRS f

Woman House-Hunting In Bengaluru Gets Creepy Request From Stranger

Bengaluru is known for its thriving IT industry, educational institutions, and cultural diversity, making it a popular destination for both job seekers and students. Due to this reason, house hunting in Bengaluru is a difficult task with many challenges, such as high rents, high security deposits, and landlords who demand a lot of information from tenants, including their LinkedIn profiles, college details, and even self-written essays. Nonetheless, these challenges are just the tip of the iceberg. A recent incident shared by a woman through a chat screenshot illustrates the additional hurdles that women encounter during their house-hunting experiences in Bengaluru. Twitter user Akanksha Mishra posted on microblogging platform X (formerly known as Twitter) that she was contacted by a stranger who asked her if she would be interested in sharing a flat with him, even though she had already told him that she was not comfortable with male flatmates. When she refused, the man made a more

Police, Coaching Centres Blame Parents For "Kota Factory" Suicide Spate

One of the major reasons behind the students' poor mental health in India's coaching hub Kota that often prompts them to take extreme steps is "parents telling them there is no going back", the police and district officials said as record student suicides rock "Kota factory". Top coaching institutes also claimed that a majority of parents refuse to accept feedback and want their children to continue preparing for engineering and medical entrance exams anyway. The comments came on a day when a 16-year-old NEET aspirant allegedly died by suicide in her hostel room in the city. She is the 23rd Kota student to have died in this manner, the highest number for any year. Last year, the figure was 15. From reaching out to parents about possible signs of depression in their children, no aptitude for the particular subject or career, and their inability to live away from home, the police and coaching institutes said that their communications to parents are often me

He was speaking to reporters at Pune's Bhimashankar Temple, one of the 12 'jyotirlingas' in the country. "It is our clear stand to give reservations to the Maratha community. When Devendra Fadnavis was chief minister (between 2014 and 2019), we had given reservations to the Maratha community but it was set aside by the Supreme Court," he said.
